During the 13 th Five Year Plan period,China’s urbanization process developed rapidly and the construction of rail transit infrastructure achieved gratifying results.According to the analysis of relevant data,from the light rail market scale in previous years,the proportion of light rail operating mileage in China will continue to rise.The law of survival of the fittest also applies to the competition in the construction industry.If construction enterprises want to survive,in addition to trying to improve the company’s market share,they also need to lock the benefits of engineering projects and ensure the benign development of enterprises.Rail transit construction enterprises can maximize the benefits of engineering projects through the management mode of "strengthening management,reducing costs and increasing benefits".Therefore,the research on how to reduce the project cost has become the top priority of the sustainable development of construction enterprises.This paper first summarizes the cost control theories and methods commonly used in the construction process of engineering projects,and then mainly takes the LZ light rail construction project as an example to find the cost deviation in the construction process of LZ light rail project by using the earned value method for qualitative and quantitative analysis,and analyzes the causes of the cost deviation from the aspects of labor cost,material cost,machinery cost,etc.The problems existing in the construction cost control are analyzed from the four aspects of economy,technology,organization and personnel,materials and machines: the main problems in the economic aspect are inadequate cost planning,ineffective cost dynamic control,formalized cost analysis and incomplete cost assessment system;The main technical problems are that the drawings are not carefully reviewed,the construction scheme is not in line with the actual situation,and the construction progress control is affected;The main problems in the organization are that the cost management organization system is not comprehensive and the cost management responsibility is not clear;The main problems in personnel,materials and machines are: the project personnel are lack of cost control awareness,the management personnel are lack of experience,the operation level is uneven,the material management is chaotic and the use and management of equipment is unreasonable.In view of the above problems,the relevant theories adopted are mainly dynamic cost management and responsibility cost management,and the reasons for the construction cost deviation of LZ light rail project are analyzed by using the earned value method and cost analysis method.From the compaction of cost control responsibility to each member of the project,establish the awareness of cost control of all members;Pay more attention to the cost control of each link in the construction process,and use scientific methods to control the project cost;Improve the project cost management organization system to provide institutional constraints for cost control;Earnestly implement the responsibility cost analysis system and improve the cost assessment system;Optimize technical measures and strengthen management.
