The Case Study Of Strengthening Government Supervision Of Construction Safety In Shuangliu County

Along with the boom of the socialist market economy, the development of construction industry is getting better and better. However the situation of construction engineering safety production in China today is still grim. There are dozens of construction production safety accidents every year, causing casualties and interests loss and threatening people’s life and property safety. With the deepening of the "Western Development", urbanization trend as well as the quantity of construction engineering in the west of China is growing. Unfortunately, the frequency of safety accident is higher. According to statistics, Sichuan province is one of the areas which suffers the most frequent of construction safety accident and the maximum deaths. Construction safety has become a focus issue of Sichuan and other government. There are still many loopholes, though the local governments in China have made a great progress on constructiong safety supervision work in recent years. And the rate of construction accident remains high throughout. Shuangliu, a county of Chengdu city—the capital of Sichuan province, ranked top on China’s 100 counties and Sichuan’s 10 counties for years owing to its developed economic level. Shuangliu government has made a lot of beneficial explorations and achievements on construction safety supervision work in recent years.Therefore, the writer selected Shuangliu government’s work on strengthening construction safety supervision as typical case, introduced the phase evolution, and summarized the specific measures. Then, the writer analyzed three key factors influencing work ’ s effectiveness of Shuangliu case. Shuangliu government has strengthened the construction safety supervision by safety supervision function, safety supervision method and safety supervision process. The strengthen work successfully promotes the efficiency and the effectiveness of government supervision on construction safety, and greatly reduces the rates of construction accidents and personnel casualty. The writer has learned Shuangliu’s successful experience in the above three aspects, and has put forward three proposals basing on domestic construction safety situation, to achieve the goal of safety production on construction engineering. The proposals are as follows: Firstly, straightening functional relationship between the government departments and transforming the functions. Secondly, innovating the government supervision approaches and improving the level of science and technology. Thirdly, optimizing the supervision processes and improving institutional system.This paper uses case analysis, absorbing experience, learning from mistakes and summarizing the regularities, to provide some materials as reference for other local governments.
