Based on the construction supervision practice of Lianghekou Hydroelectric Project on the Yalong River, with reference to China’s relevant norms, rules and regulations, and in consideration of the characteristics in construction management of China’s hydroelectric projects, this dissertation presents a set of control procedures for the construction supervision of water resources and hydroelectric projects, discusses in detail the control procedures for critical aspects of project construction, such as quality control, progress control, cost control as well as contract management issues like variations and claims, and describes the preferred disciplines, approaches and mechanism in supervision work.The article is structured as follows:Firstly it gives a brief description of the background for the adoption of supervision system in construction projects as well as the development process and current status of the supervision business. Secondly, on the basis of the author’s research work, it diagnoses the major issues currently affecting China’s supervision business and recommends approaches to tackle such issues. The principal methods and disciplines applied at Lianghekou Project are used to study the supervision and control system, and critical aspects, approaches and procedures in different stages of a project are examined, which lead to a set of construction supervision procedures, including work procedures and cautions for issuance of mobilization notices, approval of construction schedules, issuance of payment certificates, and verification of quantities. Emphasis is made, based on the author’s experience in construction supervision of hydroelectric projects, to identify the shortcomings and areas requiring improvement in supervision work. The creativeness of this dissertation is that it encourages improvement of the details in the supervision work, and stresses the importance of planning and pre-control.The article envisages that, by implementing and improving construction supervision systems, supervision organizations will be able to enhance their internal management capability, and draw lessons from previous experience so that they can really play a role in progress control, quality control and cost control of future projects. Fundamentally, the dissertation is intended to provide certain reference and help to professionals engage in construction supervision in water resources and hydroelectric projects.
