Study On The Safety Responsibility Of Construction Supervision

Since the Reform and Opening up, China’s infrastructure has expanded rapidly andthe infrastructure investment has become an important pillar of stimulating rapid growthof GDP. Unfortunately, security accidents during constructions result in a great numberof casualties. To improve this grim situation of construction safety, it’s urgent toregulate the behavior of the departments involved in construction and build an effectivesafety supervision system.To strengthen the safety supervision during construction and improve the safetymanagement level of construction agent, the supervision agent needs to take theresponsibility of the safety supervision, to monitor the effective operation of the safetymanagement system, and to keep the construction safety agencies under surveillance.Then, the security schemes would be implemented effectively, the potential danger iseliminated and the accident is avoided.Legal guide for safety supervision agent is inadequate in existing laws, which onlycan be seen in the files of NO.248, released by the Ministry of Construction. As there isno punishment criterion for supervision agencies, when dealing with similar securityaccident happened in construction in different regions, or different time periods, theadministrative penalties to the supervision agencies and the criminal penalties toresponsible supervisors are sometimes not the same. The regulation of safetymanagement, in which the safety responsibilities of the supervision agencies is definedexplicitly, should be released as soon as possible.Presently, China security supervision theories and Construction Supervision normsonly involve requirement of quality, progress and investment control, but no securitycontrol. Starting from the security risk assessment system, this paper discussed theConstruction Security Supervision in the construction projects from different angles, toexplain the characteristics of security supervision. Secondly, with reference to prevalentinternational engineer responsibility system, the author analyzed the characteristics ofthe supervising engineer in China. Furthermore, the author summarized the currentsituation of security supervision in China, and proposed method and tools to implementsecurity supervision. Finally, with the combination of typical accident cases, the authoranalyzed supervisory responsibilities of security supervision, to alert the implementors recognize the serious consequences of ignoring the responsibilities of safety supervisor.Innovation: Based on our current situation of construction supervision system,combined with year’s supervision work experience and attendance of industry exchangemeetings, abandoned the controversy of security supervision whether to be implementedor not, the author proposed how to implement security controls during constructionimplementation, and how the supervision agency to take responsibilities.
