Along with the deepening of internationalization and marketization in construction market, the construction sector sparked a wave of price competition, thus, cost control and more attention in the industry, in order to seek survival and development, enterprises must take effective measures to manage cost optimization. In an increasingly fierce market competition, the enterprise wants to improve the competitiveness and profitability must be carried out to optimize engineering project cost management, it has obtained the good benefit in the practical promotion.The concept of whole life cycle cost optimization is used to in this paper, systems and scientific analysis and research projects involved in the planning, design, procurement, construction, operation, on the basis of an overall optimization of the project life-cycle cost management. The main contents of this paper are:⑴ The theoretical basis of the whole life cycle costs. This part to the whole life cycle cost theory and method as the key point, detailed introduces the classification of the whole life cycle and the concept of the whole life cycle cost, whole life cycle cost optimization and optimization methods.⑵ Life cycle cost of the engineering project mathematical model of the problem optimization. In this part, the first, introduced the concepts and features of the engineering project and the life-cycle costs of engineering project. Secondly, describes advantages and features of the theory of life cycle cost is used to engineering project. Finally, based on the analysis of engineering projects of the life cycle costs constitution and the main influence factors to building a mathematical model of the project life-cycle cost optimization problem.⑶ The optimization algorithms and empirical analysis. In this part, the first elaborated the related theory knowledge of differential evolution algorithm, and then a detailed analysis of the actual situation of 220 KV substation project, finally, according to the characteristics and processes of the differential evolution algorithm, 220 KV substation project optimization model. Experimental results show that the substation project LCC optimization, differential evolution algorithm than other algorithm can achieve higher accuracy optimal solution, and the running time is relatively short, which can effectively reduce the substation Project Life the cost of each stage of the cycle, improve operational efficiency of the entire project.
