The key problem of construction of new socialist countryside is to solve the production development of the village. The key of the Three Rural Issues is agriculture, only the development of the agriculture can push the development of the village and the living improvement of farmers. Consequently, in the planning and the design of the countryside, the concern of the issue of the agriculture development can reveal the properly guide function of the planning and make clear the point of the rural society development.The idea of Sustainable development, theory of Circular Economy and the method of Ecological Engineering are used in The Cycling Agriculture, based on reservation of the agriculture ecological, optimize the structure of the agricultural industry, extend and develop the industrial chain of the agriculture, to improve the gradational and cyclical usage of agricultural system material and energy, land conservation, balance the agricultural ecology system and achieve the Sustainable development of agriculture, which is the key direction of the modernization construction of agriculture.Through the research of the related countryside planning theories and the practice of countryside construction both here and abroad, the problems of countryside planning in our nation are discussed in this paper. Strategy of countryside planning and design based on the cycling agriculture development was explored on the research of the relations of agricultural development and construction of countryside planning and the base theory of the cycling agriculture.As the above research revealed, development of the cycling agriculture is the important measures which ensure the modernization construction of agriculture in the area fall behind, it is important to the construction of new socialist countryside. Through the development of cycling agriculture, development of agriculture as foundation, reasonable organization of village industrial structure, scientific usage of the ecological technics of cycling agriculture, the planning and the construction of the village is based on them. Thus, as the increasing income of agriculture, the landscape of countryside nature environment can be recovered and used, the space for produce and live in the countryside can be reserved, the cultural landscape of the countryside can be diversificated. At the same time, based on the agriculture, the development of the agricultural travel and the explore and organization of the countryside cultural resources, combining the travel production and the agriculture, the additional value of the cycling agriculture can be doubled, the incoming of the farmers can be improved, and the living condition and human settlement can be improved.
