It is the new roads for the development of the agricultural economy of Suburbs of city, also provides a new leisure place.Urban agriculture-based tourism is centralized reflection of the agricultural and rural agricultural production, life style and ecological, and is a new type of carrier to integrate agriculture and tourism. With the level of urbanization increased, as well as people’s awareness of the environment enhanced, the integration of set-agricultural production, science and technology demonstrations, picking tourist and leisure gradually emerge, and combining economical, ecological and social benefits to gathering area. Agriculture-based tourism is development from the initial farmland to a unified set of planning tourism, leisure, entertainment, education as one of the organized form of high-level. Agriculture-based tourism combine eco-park, leisure and science, change the traditional ideas of agricultural land only focusing on farming, promote tourism and services development, effectively increase the rapid of economic development in urban and rural areas. It is an attempt to explore of breaking the urban-rural structure usefully.Thus, the paper study on the urgency of urban agriculture-based tourism planning. And study the background and theoretical basis of urban agriculture-based tourism planning, come to a point of order existing industry lags far behind the actual conclusion according of Foreign Literature and National literature. So the author’s objective is to based on the overall regional planning and land-use planning,through the analysis of agriculture-based tourism the status quo, evaluation of resources and geographical analysis,to determine urban agriculture-based tourism’s overall ideas,develop steps, industry distribution, spatial structure and development strategy.At the same time, the author take the new rural Jinshan as samples, analyze specific patterns of urban agriculture-based tourism planning. Through sociology research methods,attempt to explore a point of order on the Urban agriculture-based tourism planning theory and planning.
