Along with the continuous development of the market economy, people’s income level is growing. But due to many factors influenced by the geographic, population, resource and economic development policy, the population in a low-income level still accounts for a large proportion. Meanwhile the housing problem of the low-income population has become into the national problems in our country. To solve this problem, the Chinese government introduced the affordable housing policy. But in order to meet the needs of the population as well as the security construction of housing, a large number of construction and social resources are required. As a new building system, container construction has demonstrated its unique advantages in the construction efficiency and economy. As the main component of this building, container box is not only easy to obtain, but also the waste container can be transformed easily, and it belongs to the process of energy saving and environmental protection. Renovation of discarded shipping containers into residential construction effectively reduces the construction cost as well as improves construction efficiently. Furthermore, container architecture is able to dismantle and reconstruct simply when the construction surrounding environment or use demand changes.This paper investigated the history and the development of the container construction. Compared with the traditional brick and concrete building structures, the results showed that the container construction has been widely recognized and valued. In view of the disadvantages of the structure of container, the design and improvements of the form and other properties were discussed. Secondly, the research on the combination and transformation of the containers was finished. Finally, combined with the housing requirements of the low-income population, we proposed a design plan for a community in Harbin which focused on indoor and outdoor environment design through nCB model.
