In order to solve the problem of housing difficulties of low-income groups, ourgovernment launched affordable housing in the housing system reform. In the introductionpart of the huimin policy low-income people realize live in somewhat, but, in the process of policyimplementation,unreasonable layout problem gradually highlights. Due to problems suchas public traffic inconvenience, imperfect supporting facilities, the subscription of thelow-income people in enthusiasm is inhibited, the affordable housing sales also appearsunmarketable, the security failed to play a real role.Taking xi ’an as an example, studied the xi ’an housing space layout. In the study ofthe current situation of xi "an affordable housing space layout, combined with theeconomic development, public transportation, medical facilities, analyses thecharacteristics of education resources.The affordable housing of Xian are mainlydistributed in between second and third ring road, and some have been outside the thirdring road, and the number of affordable housing is not balance between districts, thequantity of Baqiao,Yanta and Yanta districts is more, but the central city and the outersuburbs is relatiely small number. Problems in affordable housing mainly concentratedresidential differentiation, on microscopic residents life inconvenience, such as largetransport costs, do not enjoy public resources, employment locations far, etc. In order tounderstand what are the driving force factors in the xi ’an housing, the author of xi ’anaccer new town, zhujiang new town, action Ba xincheng, st home four village hascarried on the questionnaire survey, found that the public transportation, facilitie, andemployment condition are the most concerned factors in low and middle-incomeresidents. In addition,the government’s policy, land prices are the main reason for theinfluence of affordable housing space layout. By comprehensive analysis and combinedwith xi ’an future development plan, put forward the xi ’an housing space layoutoptimization principles, including the policy mix, convenient public transportation,perfect supporting facilities, industrial layout is reasonable, and puts forward thespecific countermeasures to the city center, the faubourgs, outer suburbs respectively.City center has a limited land resources and land price is high, so should be PeiJian andmake full use of existing housing stock; Faubourgs can disperse phase construction, andto improve the supporting facilities and convenient traffic, at the same time, theconstruction of industrial park of affordable housing; Outer suburbs are combined withxi ’an industry planning and solve the problem of employment and public transportation, but also to motivate the interested parties to the construction.
