Research Of Status, Issue And Improvement Of Urban River Maintenance And Management

As the rapid development of economic society, people’s requirements on urban river function turn gradually from simple role of navigation, irrigation, and flood discharge to all in one including fine water scenery, good water ecology, normal water cycle and safe water environment. Especially after 18 th National People’s Congress, central government raised claims such as strengthening the construction of ecological civilization, increasing the natural ecological system and protecting the environment, and improving the most strict water resources management system. It is more prominent and important how to consolidate and improve water environment quality by maintenance and management of urban river.With deepening of long-acting management of urban river, some western developed countries and domestic advanced cities have issued policy, maintenance standards and management systems. River maintenance management is moving in the direction of the scientific, orderly and healthy development. But limited by factors of excessive exploitation, utilization and serious pollution of water environment, complexity of management content, severe funding gap, inadequate community involvement, and imperfect maintenance management market, the relationship of river comprehensive management and industry function management, watershed management and administrative region management is not clear yet, which influence efficiency and effect of urban river comprehensive maintenance and management.This paper analyses a series of practical problems and difficulties, combining the actual situation and characters of urban river maintenance and management in Hangzhou city. It proposes the principles to follow during urban river maintenance and management, referring to advanced pattern, experience and typical practice home and aboard, and combining opinion and suggestion of urban city maintenance and management marketization in each district of Hangzhou city. When we speed up infrastructure construction and important projects, we should also promote the steady improvement of maintenance and management quality, and accelerates healthy development of maintenance and management market by the methods of establishing and perfecting guarantee mechanism, innovating and enriching processes, nurturing and growing professional team, expanding market gradually.
