At present, China’s urban heating system is changing from charging by area into household heat metering, even many cities have achieved the household heat metering, the data collecting methods still rely on traditional manual meter reading. In order to improve this unreasonable situation, to accelerate the pace of heat metering reform in China, Automatic Meter Reading System came into being.In this paper, the energy wasting in traditional heating systems, heat metering inaccuracies and poor heating quality were analyzed, I also proposed design ideas of Automatic Meter Reading System, Through comprehensive comparison in a variety of ways to achieve this project, we finally determined this system should be based on Windows CE embedded operating system, On-off Time Area Method, M-BUS communication technology, GPRS remote communication technology and embedded computing.The best way to promote heat metering reform is to mobilize the enthusiasm of users, So that heating costs linked with the heat used by the user, is a realization of the solutions calling user enthusiasm. The system is also designed based on this principle, the share heat provides the basis for billing, which is calculated according to the area and the opening time of valve, the use of embedded device makes the share calculating more efficient and more accurate comparing with SCM calculating.This article focuses on expounding the principles of Automatic Meter Reading System and developing of software, given the traditional heating system upgrading and new residential heat metering implement solutions.After testing system in actual field, we concluded that the communication between every module is stable, the meter reading data and share data satisfied the design requirement.In the last period of this project, the problem proposed by customers and constructors were optimized, makes the interface more friendly, more straightforward, greatly improved the efficiency of construction and user satisfaction. This system has high engineering value of utility.
