With the rapid development of power industry in our country and the deeper reformation of the power system in China. The commercialization of power system requires high-class operation and dispatching. Accordingly, the company should register the power consumption and the parameters of electrical transmission line quickly, and calculate the loss of the line to optimize the power network. Further more, Informations which include power demanding curves and load prediction should be provided everyday, so that the power plant can plan the electric production. In a word, a real-time and accurate Automatic Meter Recording System is very necessary.With the development of modern communication technology, the GPRS technology is developed .GPRS adds packet switched ability to GSM network, which supplys instantaneous Internet connections and increases the data transmission rate greatly. Through extensive GPRS network and wireless communication technology, the Automatic Meter Recording System can make the transmission of the data from different areas quickly and real-time.With the development of the hardware technology especially the chip technology,The meter recording terminal end with the SCM can not be satisfied. The proposed meter technique with ARM7 chip as collection terminal in this paper can process data quickly and exactly, and the function of the terminal end can be extended even deeper. This paper introduces the circuit connection of the terminal end, and gives the programming of correspondence codes.Because it is difficult for the software terminal end to update and supervise, inthis paper the embedded operating system (μC/OS-Ⅱ) was used which has manyadvantages, such as modularized programming, cuttable and configurable. Theworking condition and the process of transplanting the embedded operating system(μC/OS-Ⅱ) to an ARM processor was described, what's more, the modified parts of codes are explained.In this paper, the Automatic Meter Recording System combines the embedded collection terminal system and the GPRS wireless transmission technology. The running condition shows that the system operates steadily and reliably and can meet the demands of the users. It is of great significance to improving the safety and economy of the power network,it can also do good to enhancing the energy management and power supply quality.
