With the rapid development of Chinese economy and rapid urbanization, the living standard of residents is improving, the resident of social life is changing. With the reduced working hours and the increased leisure time, people have higher requirements for quality of living. Residential consumption is to enter the "hierarchy","personalized" period. As an important physical facilities to ensure the most residents’convenience of everyday life-the number, quality and the type of public service facilities has become the key considerations when residents choose to consider. Thus, in order to achieve the harmonious development of community building, to achieve the optimal allocation of modern residential community public service facilities,to ensure good quality of living, in order to meet the growing demands to improve the quality of life, it is imperative to establish a scientific, standardized index system of public service facilities in residential areas, particularly to establish the index system which can meet the the actual situation in various regions with local characteristics.Public service facilities in urban residential areas is an important part of urban planning. Today, market economy system has been continuously improved. The role of public service facilities in residential areas has not only meet the basic needs of life for residents, but also shoulder the responsibility for improving the investment environment in the city, creating the city’s image, taking into account social equity and to meet the multi-level needs.Since the10th five year plan period, in addition to the Ministry of Construction, there are nine local government promulgated and published a new round of construction standards on the internet of public service facilities in urban residential areas, and gradually improved based on mutual learning. However, the relevant standards were mainly serving urban areas, the ones in harbor industrial zone did not appear.In recent years, our port industrial zone had sprung up, such industrial zones had a lot of differences in the demographic structure, demand and other aspects of urban residents. This article analyzed the public service facilities conditions of Changxing Island Harbor Industrial Zone, thought of planning and design type, quantity, location and form of public service facilities and other content, to guide the Changxing Island Harbor Industrial Zone’s neighborhoods regulatory control preparation, to standardize development and construction of the furture, meanwhile, to serve as a reference for other port industrial zone. With state and local standards set as a start, combined with Dalian Changxing Island Harbor Industrial Zone planning and design process, the article discussed the public service facilities construction index characteristics in port industrial zone residential areas. |
