Huadian Weihuliang power generation Company Limited (Here in after referredto as Weihuliang power plant) is located in the northern suburbs of Urumqi, Xinjiangeast7Km.It is” the national first five-year "period in Xinjiang to build the firstthermal power plant. Although after many technical renovation, it cannot meet thedemand of rapidly increasing urban heating. Energy of the low temperature ofcirculating water in power plants above accounted for about30%of the total powerplant energy consumption. Making full use of this part of energy can increase thepower plant of Weihuliang in xinjiang heating ability, furthermore solve the problemof the shortage of heat source heating market. Absorption heat pump heat recoverytechnology depends on the remarkable characteristics of its high efficiency andenergy saving and gains, gradually beginning to be spread in the power plant project.Due to the project which applies the technology has great risk, high technicaldifficulties and construction difficulties. Therefore Weihuliang power plantengineering selects Engineering project general contracting (EPC) engineering urbanconstruction mode. Its design, purchase and Construction activities were undertakenby Huadian electric institute.This paper is based on EPC project management mode and the whole process ofrisk management theory and analyses the risk existed in the project. This paperconstructs the whole process of risk management mode based on the Weihuliangpower plant circulating water waste heat recovery project in Xinjiang and putsforward relevant protection strategies. This provides the risk management theorymode for our country power plant technical transformation project and contributes tothe popularization application of absorption heat pump heat recovery technology.
