| The accidents of maritime trade and marine safety have been frequently increasing in recent years.Due to the sudden and great danger and other reasons,the maritime rescue is getting more and more attention.To do a good job in maritime emergency rescue,we should not only strengthen maritime emergency search and rescue capability in all countries,but also need to send rescue forces appropriately.In other words,how to arrange rescue forces to reach the scene of distress and carry out effective rescue is an important subject worth studying in the case of maritime emergency.This study attempts to apply the Voronoi diagram of GIS to the maritime emergency rescue.On the analysis of the application of sea rescue after the deficiency of common Voronoi diagram,put forward the rescue Voronoi diagram(MRVD),solved the problem of not seen rescue agencies and rescue target,and through the MRVD effectively expanded the application of the Voronoi diagram.In addition,the influence of maritime search and rescue of index weights of evaluation needs to consider many factors,so it is difficult to assess,the aim of this study was to evaluate multiple maritime search and rescue the weight of the index combined with the fuzzy hierarchy analysis and gravity model.Compared with the single evaluation method used in previous studies,the multi-method research can greatly reduce the interference of subjective factors and improve the accuracy of evaluation results.Finally,combined with the specific rescue cases,a marine emergency rescue model MRSV based on Voronoi diagram is proposed.It can be seen from the case results that the model can take into consideration the special geographical environment of the sea,with high efficiency of rescue and reasonable scheduling results,which has a good practicability and feasibility.Compared with the traditional maritime rescue area,the scope of rescue services allocated by this project is more scientific and more dynamic.Specific performance: according to different shipwrecks,MRSV model draws different rescue service scope,dispatches different rescue forces,and effectively completes the low cost rescue mission.It is worth noting that the MRSV model also applies to urban flood emergency rescue.The main research results and innovations of the paper are as follows:(1)Comprehensively analyze the influencing factors of maritime rescue from the three aspects of the rescue environment,rescue force and danger level,elaborate on the constituent factors of various factors and their influence on the search and rescue work,and finally use the analytic hierarchy process and gravity.The model constructs an evaluation model of rescue "attractiveness" for each maritime agency.(2)In order to overcome the shortcomings of ordinary Voronoi diagrams in marine rescue applications,the "Voronoi Diagram of Maritime Rescue"(MRVD)was proposed to solve the problem of not looking at the aid agencies and rescue targets,and to expand the scope of application of Voronoi diagrams.(3)A Voronoi diagram-based marine rescue scheduling model(MRSV)is proposed to achieve reasonable dispatching of emergency rescue forces at sea.The dispatching plan can dynamically select the best rescue force to implement the rescue according to the rescue forces of the rescue agencies and the anti-risk ability of the rescue target.This study provides an alternative solution for the current maritime emergency rescue,improves the selection system of evaluation indicators in the maritime emergency rescue process,and at the same time provides a reference and auxiliary role for relevant departments in the decision-making process at sea.On the other hand,due to the limitation of scientific research level,there are still some deficiencies in this research.For example,how to reduce the projection transformation error when analyzing the three-dimensional space rescue problem by using ordinary Voronoi diagrams? These issues will become the focus of follow-up research work. |
