Our country has a big energy consumption, but with lower per capita share of energy resources. In order to achieve sustainable development, we must focus on energy conservation and emission reduction. Existing buildings, especially existing public buildings, are the key to energy saving reforming which have large energy consumption and huge energy saving potential. The key to energy saving reforming of existing public buildings is owner’s support. Therefore, it is necessary to discuss the probability of energy saving reforming from an economic point of the view.The subjects of the study are existing public buildings, and this paper analyze their life-cycle cost of energy saving reforming from the perspective of life cycle. In this paper, cost savings are calculated by carbon trading costs. Energy performance contracting is used to energy saving, and bargaining-game theory is used to analyze owner’s whole benefit during the life cycle. After intensive studies, this paper makes the following conclusions.(1)The life cycle of existing public buildings which are reformable to energy saving is divided into four stages as follow: start reconstruction project stage, preparation and transformation stage, use stage and demolition stage. Therefore, reforming cost, use cost, demolition cost and government subsidies are existing correspondingly. Then a model is set up for estimating life-cycle cost. At last, this paper concludes the owners have tendency to energy saving reforming when LCC≤0.(2)According to cost savings, which are calculated by carbon trading costs, energy performance contracting is associated with the carbon emissions trading theory. This study not only can better measure the economic effect of energy saving and emission reduction, but also establish a unified national measure standards for energy performance contracting.(3)According to the relevant aspects of energy performance contracting, this paper recommend owners to reform by using shared energy-saving mode, and analyze the life-cycle cost under this mode.(4)This paper solve a problem that contract pricing between owners and energy service company: * *(,)C EP Pis the optimal allocation strategy. It means the final benefit of the owners in shared energy-saving mode.This paper lay the foundation of energy saving reforming by discussing the constitution of life-cycle cost of energy saving reforming and the owner’s benefit, especially by studying how to measure cost savings and how to share the cost savings under shared energy-saving mode.
