With the rapid development of society, economy and population in China, the problems due to crowded city traffic have become more prominent. As an important traffic engineering to promote the development of the city, city overpass construction not only help to improve the city traffic environment, but also help to improve comprehensive competitiveness and grade of the city. However, as a large public welfare and municipal engineering, overpass project has the characters of great social influence, large amount of investment and technical difficulty, and one of the most important index for evalution is the contructive benefit of the project. Meanwhile, the risk effect should also be consider how to accurately identify and correctly assess in the process of engineering construction, and the corresponding countermeasures for preventing risks and planning measures, has great significance for the successful completion of the construction project. Based on the applications of the theory and method of project management in Nanning City, Wuxiang Avenue-friendship road interchange project, on the one hand, the use of analysis of the project studied the benefit mode of national economic evaluation and energy saving measures, and the results of the study show that the completion of the project can effectively improve the efficiency of road, so as to obtain the vehicle transportation cost saving benefits and time saving benefits. Moreover, by introducing the concept of energy saving in the design stage, construction stage and operation stage management, we can achieve good energy efficiency, and thus obtains the project from the angle of national economic feasible, beneficial to the national and regional economic conclusions. On the other hand, the risk management tools were used to identify the possible risk in the implementation of the project, and corresponding countermeasures and suggestions were proposed to effectively avoid risks, obtaining a conclusion that overall risk of the project are controllable. In this paper, through the research, the project management level can be effectively improved, and the paper provides a reference for the similar municipal engineering construction in project management.
