Research On Risk Control Of Project Fund Management

The world continues to promote the development of renewable energy,and wind power,as a mature technology and environmentally friendly renewable energy,has achieved large-scale development and application worldwide.From 2013 to 2018,China's annual average wind power investment reached 86.7 billion yuan.The scale of wind power projects is expanding,and the problems of fund management are gradually emerging.Strengthening the control of funds,ensuring the safety of funds,and maintaining the efficient and sustainable operation of project funds have become an important part of project funds management.This paper studies the principle of combining theory with practice,and uses case analysis to study and analyze the fund management of wind power project of Company A.This paper mainly consists of four parts:Firstly,the theoretical basis of this study.Collect the domestic and foreign research literature on fund management,understand the current situation of fund management research,master the theory of fund management,grasp the relationship between project and fund management,and provide theoretical support for the later research on wind power project fund management of Company A.Secondly,this paper introduces the wind power project of Company A.This paper briefly describes the ownership structure and capital position of wind power project of Company A.Three-quarters of the investment in wind power projects is equipment.The scale of capital demand is large and the payment time must not be delayed.The instability of new energy subsidy in wind power industry accelerates the process of A company's wind power project entering the national subsidy catalogue;the construction of some wind power transmission channels has gradually improved the abandoned wind power generation,and the undeveloped capacity of A company's wind farm can be selected for construction.Understand the current situation of wind power project fund management in Company A,grasp the actual situation,and facilitate the follow-up analysis of problems.Then,this paper sorted out the problem of capital management of wind power project of Company A.Through the analysis of cash flow and repayment of principal and interest of wind power project of Company A,there is a risk of shortage of funds;the analysis of debt structure has a single financing method;the analysis of internal structure of assets,accounts receivable balance is large,accounts for a high proportion of current assets,the liquidity of funds is not high,prepaid accounts account accounts account for a large proportion of contracts,write-off is not perfect,etc.,and the capital occupation is large through operating funds;Daily account management,fund plan,fund settlement,Fund Assessment and other aspects of analysis,facing the risk of capital shortage and efficiency.Finally,this paper puts forward countermeasures for A company's wind power project fund management.Through the implementation of CDM projects and other ways to increase revenue,increase the project cash flow,improve the ability to pay;We will adopt a variety of financing methods such as internal capital committee loans,syndicated loans and asset securitization to broaden financing channels.Through receivables factoring,reduce receivables balance,standardize prepayment payment,verification,and optimize the investment structure within the company.Strengthen the daily management of bank accounts,optimize the fund schedule,sort out the fund settlement process,link the fund plan with the fund settlement,establish the fund assessment system,and standardize the daily operation and management of project funds.It is hoped that this study will provide reference value for wind power projects in capital management risk control in China.
