| In recent years, in order to meet the requirements of the rapid development of Jinan, the appearance of city and environment sanitation is becoming an important part of the city administration. The main focus of the reform is that the focus of management shifts from city to suburban, perfect the city administration system of two levels of government, three levels of management, four levels of networks and gradually establish an effective and responsible management mechanism with duty, power and benefit. During the reform of government organization, in 2010, the environment sanitation of urban authority was lifted and at the same time urban management authority was established. As well, each suburban management authority was established instead of the dissolution of the suburban environment sanitation authority. These relevant measures informed that the focus work shifted from public health service administration to city appearance and environment management. Hotly after the institutional reform, district have been relying on the center of the management, urban management bureau subordinate enterprises) established the Procter & gamble company, sanitation industry market the first step. But from the perspective of the actual effect of after the restructuring, Jinan sanitation sector reform is still struggling. On the one hand, the city sanitation management position in the government functional departments, in a relatively weak position, lead to many unequal work responsibilities, and even has the responsibility to there is no right. Jinan city sanitation management departments at different levels, on the other hand, there is still a functional dislocation, enterprise management, management simple and crude, low mercerization degree problem. Obviously, under the condition of market economy, the Jinan city sanitation management needs more substantial reforms. This paper aims to domestic and foreign related literature, and theoretical foundation, object of study, analysis of the status quo and problems of Jinan city environmental health management, and the reform of Jinan city environmental health management practices is analyzed, the problems existing in the reform and causes of the environmental health management reform put forward the countermeasures of Jinan city. |
