The technological change has brought about rapid change in society.The continuous development of politics,economy and society as well as the emergence of new humanistic thought,changing the philosophy of people’s life,from material pursuit to focus on human environment.With the acceleration of the process of world economic integration,from the international development perspective,human politics,economy,culture,living space presents a trend to the city.Then the issue how to create a safe and beautiful livable living environment becomes an common concern to the whole mankind.The Rio Declaration,signed by the United Nations and governments,states that human beings should enjoy a healthy,fruitful environment and power that is in harmony with nature,and it also emphasizes that "environmental issues are best carried out with the participation of all citizens".From the sociological point of view,human living environment mainly includes the natural environment,artificial environment and social environment.Urban city and environmental health management is more reflected through all the environmental factors that informed by the city activities.In current new economic situation,many new problems have occurred and to solve them puts forward the new requirements in China’s urban city and environmental health management field.Henceforth it is a top priority to explore and seek the urban city and environmental health management of new ways,new ideas.The current paper takes the service government and the new public management as the theoretical guidance,exploring how the government realize its own macro-control and provide a strong service for city and environmental health management by the following ways,such using positive management tools,the use of scientific management model and the establishment of efficient operation mechanism.In order to manage the urban city and environmental health effectively,we need to know,from a macro perspective,China’s urban management characteristics which is shaped by state system and political system.The characteristics of China’s urban management contains two aspects,one is natural property,which refers to the Government’s effective function of management,the other is the social attributes,that is,the government need to deal with the interests issue among various industries,departments and people in different levels of society.These dual attributes,requiring the government should not only learn from other cities in the actual work to explore the advanced experience but also built up a service-oriented governmentwith new public management by combing those experience with Lianyungang’s actual situation.The government should focus on operating a management of urban city and environmental health management mechanism with Lianyungang characteristics by which to enhance the city’s city image.Other method,such as encouraging investment can also be implemented to promote the city’s economic development.The current paper examines the main idea of the reform of the service-oriented government and combines it with the concept of changing the government functions,correctly guiding the government investment trends,using authorized or decentralized government management model in Lianyungang city of urban sanitation management setting.These concepts also require the government to identify government responsibilities,reform the administrative organs,and reasonably increase the government’s financial investment in public administration.Meanwhile,the new public management advocated by the diversification,private participation and the market competition requires the government pay attention to the role of people by strengthening the team building of the administrative law enforcement officers and sanitation workers.Furthermore,the government should also fully mobilize citizens ’enthusiasm to participate in public services and management so as to strengthen cooperation between the government and citizens,strengthen the linkage of the departments to form a concerted effort to deregulate strictly control and allow the non-discriminatory market accessing which will break the monopoly to promote market process of the city environment and environmental health.The current paper checks the researches of journal literature and unit archival data to analyze the status quo of city appearance and environment hygiene,using the data analysis method,the specific analysis method and the literature review method.The paper finds that several problem exist in Lianyuangang’s city environment health management issue,such as the lack of capital investment,poor regulatory system,incompletely environmental health management,low level of citizens participation and so on.The possible reason for those problems can be summarized as the lack of linkage between the departments,unidentified of government responsibilities,incomplete restructure of sanitation institution,incomplete long-term assessment mechanism,etc.Henceforth,the paper suggests that city government should exert more efforts in improving the laws and regulations,building infrastructure construction,establishing long-term assessment and improving the construction personnel,etc.The current paper discusses the development of city appearance and environmental sanitation management in China bystudying that issue of Lianyungang City;In addition,it also studies the management trend of the whole city by checking one small branch of city appearance and environmental sanitation management.
