The Study Of The Evaluation Method Of City-appearance And Environmental Sanitation Based On Multi-models

City-appearance environment is not only a comprehensive reflection of the image andquality of the city, but also the city’s window and the attractive source of the city. With thedevelopment of the economy and the promotion of the urbanization and civilization, themanagement of city-appearance and environmental sanitation has played a vital role incity management. However, the problems about city-appearance and environmentalsanitation are complex and different between the cities. Therefore, the study of evaluationmethods has practical and instructive meaning. On one hand, it is helpful to assess thelevel of city-appearance and environmental sanitation accurately as well as identify themajor shortcomings, on the other hand, effectively, it is conductive to learn excellentexperience form each other and promote the remediation and improvement of thecity-appearance and environmental sanitation.Firstly, based on the analysis of the status of the city-appearance and environmentalsanitation, the paper summarizes the previous research and evaluation methods.Considering the features of the current city-appearance, the paper establishes asubjective-objective evaluation model. Measured by―relative efficiency‖, objectiveevaluation determines the index weight by gray correlation analysis in the framework ofDEA. Similarly, measured by―satisfaction‖, subjective evaluation determines the indexweight by AHP in the framework of expert evaluation. Meanwhile, according to urbanclassification, the paper proposes different evaluation criteria, which shows thespecification and practicality of this model. Finally, taking five major cities of Hubeiprovince as examples, the paper further verified the scientific rationality and feasibility ofthe comprehensive evaluation model.The evaluation model of the city-appearance and environmental sanitation in thispaper stresses the combination of the objective and subjective evaluation, clarifies theprocess and methods of the evaluation and specifies the classification and grading of theobjects. After the comprehensive model is applied to the five cities, the result shows: InWuhan, the city-appearance and environmental sanitation is poor compared with otherfirst-level cities; In Yichang, it is good compared with other sixth-level cities; In Huangshi, Xiangyang and Xiantao, it is all middle class compared with other sixth-level cities. Theevaluation results are close to the actual situation, which proves that theobjective-subjective comprehensive model is feasible and has great reference value to thefurther research on the evaluation of city-appearance and environmental sanitation.
