| As a major part of urban management,urban appearance and sanitation is not only related to civil production,living and environment,but also shows the city to the country even the world as a logo.However,environmental management under the traditional planned economy is running by both of the state and public institution.The appropriation is sent out by the government,in the meanwhile,sanitation management department is responsible for the service like road cleaning,garbage transportation.The management department is being the manager as well as the servant.It deeply affects the future of environmental sanitation industry because of the single goal,simple means and low initiative and creativity of the workers.Based on the experience all over the world,market-oriented mode has significant effects in many ways including accelerating reform of sanitation industry and improving the diversity,standardization and scientific process of sanitation industry.In the meantime,market-oriented mode has been proved to be an important way of forming well-operated system,which has well-ordered competition,standard management and specified regulation.Also,market-oriented mode is meaningful to the improvement of government public service level,city environment and healthy development of sanitation industry.My thesis focuses on the analysis of theinnovation of Tianjin City environment management mode,the development of sanitation agency facilities and the process of marketization in Hedongdistrict.We looked for the difficulties in the process of marketization from the experience of both the first try in Guangzhou Province Shenzhen City and road cleaning in Tianjin City Hedong District for the first time.Based on the facts and experience,we provided some suggestion and strategies on the application of sanitation industry market-oriented reform in other areas.It also provided some references for the development of environment sanitation management industry in the country. |
