Research On Integrated Management Of Sanitation And Sanitation Under The Background Of Urban And Rural Integration

Urban-rural environmental sanitation is an important factor in measuring he level of urban civilization and management, related to the production and living environment of urban and rural residents. It is closely related to the living standard of local residents. The public infrastructure in rural areas of China has been in need of improvement for a long time. Villages are frequently surrounded by wastes, which is not only harmful to the environment but is also a sore sight for the eyes. This has become the main problem in improving the living standard of rural residents. In recent years, whilst the integration of urban and rural sanitation construction has had a certain effect, it’s been made clear that a large gap still exists. Rural environmental sanitation in our province is far from state standards,nor has it met the people’s expectations, not to mention it has a long way to catch up to those of advanced provinces and cities. Inconsistencies in rural sanitation infrastructure, low standards in sanitation work,integration of urban and rural sanitation policy mechanism in need of perfecting, protection of sanitation workers rights and interests are just some of the problems that need to be solved in the reform process.Thus, the background of urban and rural areas as a whole, the empirical study of the integration of urban and rural sanitation management reform has strong times and realistic significance.L,Y district of Shandong province is a pilot area for the urban-rural environmental sanitation integration development. Policies and standards have been drawn by the government on improving environmental sanitation. Measures in achieving urban-rural environmental sanitation integration include collecting and processing everyday wastes, and improving urban-rural infrastructure. Thus laying the basis of a long-term management mechanism.But there are also some drawbacks, mainly due to overlaps in functions of different departments, imperfections in laws and regulations, inversion of urban-rural sanitation prices, insufficient funding, problems in market-oriented operations and emerging challenges.This thesis focuses on L,Y district, aiming to find reasons behind the development of urban-rural environmental sanitation management model and possible problems with the model. My approach includes incorporation of previous research results, on-the-spot investigation, questionnaire analysis,empirical study of typical areas and a combination of theory and practice.The government management innovation as the breakthrough point, through the transformation of management idea, the innovation management system, increase financial input, guide and build new sanitation integration mode, resolve existing dilemmas.This will bring about a favorable urban-rural environmental sanitation development.
