At present, the building energy consumption of China accounts for about 30% of her whole energy consumption. With the the amount of construction growing rapidly, the percentage will increase sharply. And the public construction area covers 5 billion square meters. As the survey data show, the energy consumption of public buildings is as five to ten times or even ten to twenty times as that of residential buildings. Therefore, one big question hangs over the future of energy saving and the development of the economy and the society. That is whether the renovation of China’s public buildings will pay off. As we know, the EPC has been widely utilized for the renovation of public buildings in developed counties for more than thirty years, especially for the renovation of official buildings. China started energy-saving transformation for buildings by using EPC management since 1998, but the advantages of EPC is far from being fully realized.Based on the current situation and the problems of the EPC in China, this thesis taking the status of public building energy consumption in Fujian Province as an example makes a study on the EPC by literature analysis, comparison between China and other countries, and investigation and study, aimed to promote the EPC, improve the energy saving renovation of existing public buildings, and enhance the energy efficiency in the construction. By using examples to analysis the potential of public buildings energy-saving in Fujian Provience, this thesis shows that the energy consumption indicators of Fujian’s public building are exceed fixed targets of energy consumption in cities like Beijing and Shanghai, which means Fujian has a large potential. Also, based on the research from the owners of public building in Fujian, many problems of energy saving are found,such as source of funds, technical level and risk protection, which EPC could just make up for deficiencies.Through detailed analysis of the barriers and actual problems existing in promoting the EPC (Energy Performance Contracting) mechanism for the energetic efficiency reform of China’s public buildings, the following problems are found:Imperfection in supporting laws and regulations by the government, weakness in the government’s economic incentives, sluggishness of public building owners in saving energy, difficulties in EPC projects’ financing and marketing, weak executive ability of government regulators and industry associations, feeble comprehensive ability of energy service companies, unsound access systems of energy service market, lack in relevant third-party organizations, and asymmetry of marketing information, all of which have further emphasized the necessity of EPC mechanism in our country’s energetic efficiency reform for public buildings. Against the problems existing in EPC mechanism, improving measures are put forward in all six aspects to build dynamic energy-saving mechanism for public building owners, EPC project financing mechanism, risk prevention mechanism for EPC projects, third-party agency mechanism, government guiding service mechanism, and market mechanism of energy service industry.This thesis is dedicated to the successful application of the EPC to the renovation of China’s public build(?)s and accelerating the renovating process of Fujian Province public buildings as well omoting the energy efficiency in the construction of China’s public buildings. It has very practical significance for the energy efficiency in the construction of public buildings.
