Gradually, the protection and reconstruction of history districts in China have been transformed from static protection mode to commercial mode. Many solid facts show that moderate development of tourism is effective and sustainable for protecting the historical block. Travel is just experience in foreign land, therefore the experience economy, an emerging economic pattern, is significant in guiding the development and design of the historic districtsFirst of all, we provide a theoretical basis for this paper by expounding the experience economy theory in details, such as introducing the content of the experience economy, listing the relevant social factors, and analyzing whether the experience economy is compatible with the situation of China. Secondly, based on the summary of the existing protection situation and problems of historical districts in small cities, we sums up the current reconstruction modes that have been used in historical block transformation in China, and compare them with the experience economy oriented development mode to demonstrate the necessity of the latter, and then propose the planning principles and design ideas. At last, taking Xiushui area in Ningbo as an example, this paper minutely elucidates how to carry out commercial transformation activities in a specific historical district guided by the experience economy theory.Until now the experience economy development in our country is only at the primary stage, the utilization of experience design in history dirtiest commercialization is mostly rooted from unconsciousness without theoretical support and guidance. In consequence, we propose a targeted guidance to provide theoretical foundation for the experience exploitation in small city historic districts and attract more attention on this problem simultaneously.
