| The aim of this research is to figure out how could a policy of culture-led regeneration lead the regeneration of a historical district? This research takes the regeneration of Dadaocheng as an example.With three main policies carried out sequentially by Taipei city government-Urban Regeneration Station(URS),Creative City,and World Design Capital(WDC).These policies stretch themselves separately by spatial regeneration activities like historical shophouses,blocks and communities,analyzing how the public sectors involved in these actors and how they interact with each other.Specifically,first,this paper considers URS has brought the revival of historical houses in Dadaocheng.It not only draws lots of attention in public sectors but also private ones.Such as co-competition toward historical house in public sectors and the extension of cultural shophouses,which create new business models in local cultural economy.Second,with the background of the Creative City,a brand-new cultural activity called "Walking Tour" sprouts,which is based on local culture,leading people walk through ancient and modern street views experiencing mobile spatial experiment,in the meantime building the social bonds between local residents and newcomers.Last,through the combination of traditional community development and WDC,community organizations had successfully make emotional cohesion in local citizens in the process of local community regeneration actions.However,some new industries had grown up rapidly in this short time,especially sizable cultural and creative industries,leading some landlords anticipatory lifting up their rent,which will eventually cause crowing out effect between industries and make culture-led gentrification possible.But is also facilitates the transformation of traditional industries.Through analyzing the development at the present stage of Dadaocheng,this article considers that local gentries and the preservation policies by public sectors in Dadaocheng buffering the transformation between new and old industries and class displace crisis,this reflects the specialty of historical district regeneration in Dadaocheng case.But the high rent may lead to the housing class,this is a matter of some concern to government. |
