Weifang binhai economic development area, located in the northern coast of shandong province, as a national economic development zone, it has a higher economic growth rate. and the fresh water resources bottlenecks its sustainable development. The water resources here is mainly comprised by surface water and groundwater, by geological conditions affecting, most of the groundwater in this region has a salinity more than 2 gram per liters, while the mi river, the bailang river and the yu river such as surface runoff into the sea in this area, because of too many upstream water projects, these runoffs always end in the non-flood season, and in the flood season, taking into account of the flood safety, the large amount of fresh water in theese rivers directly into the sea, resulting in a waste of water resources.The bailang river water storage projects, aims for increasing the freshwater resources in the current status of the coastal zone, could increasing the water resource an ensuring the environmental construction,by blocking and retaining the water. which has a great significance to the development of the coastal zone. Through the study of the overall planning,ecological water planning and the bailang river flood-control planning of binhai economic development area and other information, according to the regional water plan,this paper proposed the ecological water demand,and demonstrated a appropriate combination of the water source, water supplement, seepage control, storage period,building forms and financial analysis,proved that the project construction organization is in accordance with reasonable scientific construction,could achieve the expected impoundment of fresh water, flood and drought function. After the project is completed, will serve as the main zone of ecological water sources, while achieving bailang river landscape features, improve the ecological environment zone, improve the ecological zone taste, optimize investment environment, to build a "national waterfront leisure destination ", forming the country’s best waterfront community body home, a model of a unique urban wetland landscape and utilization of water resources.
