In recent years, construction enterprise of China has gradually slowed down in production, and its management state has been further improved, the economic benefit has tend to be better. The organization structure of construction enterprises has been further optimized at the same time. However, with the deepening of the market-oriented reform, opening to the outside world of China’s construction market has been further expand, which have brought unprecedented development opportunities for construction enterprises of China, also as an inevitable result of impact and challenges at the same time. In this situation, how to improve project management level and construction capacity of the project department, and develop economic benefit and brand popularity of the construction enterprise by the effective dynamic management in order to help enterprises to stand out from the fierce competition has become one of the most important issue for managers to solve. With the wide application of the project management as the core of the production and operation system of construction project management, performance appraisal is the key content of project management, has been paid more and more attention of construction enterprise. Therefore, it’s much more necessary and urgency to improve and perfect the current construction project management performance appraisal system.The paper is based on the existing construction project management performance appraisal theory, and uses a combination of the theory and means of performance appraisal which is widely recognized at home and abroad. Then focus on H construction enterprise, and explore the construction project management performance appraisal system, design a set of improved construction project management performance appraisal system used in H construction enterprise. First of all, the paper is based on systematic study of the general theory of performance evaluation and strategic performance evaluation theory. For the purpose of setting up a performance appraisal indicator system of construction project management, the paper analyzes the problem existing in currently performance appraisal of construction project management in construction enterprises, while the strategic performance appraisal tools are compared, and then put forward for an apporpriate construction project performance appraisal tool-which is based on the Balanced Scorecard (BSC) for the Key Performance Indicators (KPI) system for designing process and the implementation process of performance evaluation. Secondly, the paper combines with the characteristics of performance appraisal of construction project management, combining theory and empirical study are been used, with detailed description of the designing process of construction project management performance indicators system the one that is based on BSC and KIP for TF housing project construction which is built by H enterprise. On this basis, using the analytic network process to calculate the weight of four dimensions and each performance index. Finally, the matter-element analysis method is applied to the TF housing project management performance appraisal, which is judged by the correlation function, and been denoted by the quantitative grade level of project performance, to verify the feasibility and practicality of the model.
