Social Evaluation For Highway Construction Projects

In the past30years since reform and opening, the development strategy of China hasbeen transformed from simply emphasizing on economic growth into the coordinateddevelopment of economy and society, which means social development has gained enoughattention. As infrastructure projects that have a significant impact on the national economyand society, it is very necessary for highway construction projects to do social evaluation.However, early highway construction projects in our country have always been given priorityto financial evaluation as well as economic evaluation and ignored the importance of socialevaluation. Coupled with the late start of research on social evaluation theory, a set ofevaluation system and methods have not formed so far.According to the above situation, in this paper, the social evaluation of the highwayconstruction projects was studied deeply.First of all, the present research status of social evaluation for highway constructionprojects at home and abroad was discussed and summarized seriously, at the same time, therelevant theories were investigated systematically. On this basis, the connotation of socialevaluation for highway construction projects was defined, the corresponding objects,characteristics and principles were determined, the related content was put forward, and thedifferences, as well as relations, with other project evaluation methods were analyzed deeply.In addition, combined with the features of the highway construction projects, a detaileddiscussion about social survey of the highway construction projects was made.Secondly, with comprehensive investigation of impacts on society caused by highwayconstruction projects and the guidance of the construction principles, a set of practical indexsystem, which consisted social impact, co-adaptability, and social risk, was build. Furthermore, quantitative method of qualitative indexes based on expert evaluation and probabilitytheory, together with dimensionless method on index data, was proposed.In the third, on the foundation of a systematic comparison and analysis of existing socialevaluation methods of highway construction projects, analytical hierarchy process was choseas a way of social evaluation for highway construction projects in consideration of thespecific characteristics of the index system in this paper.Finally, in a concrete example, index system and methods of social evaluation forhighway construction projects were applied. The results showed that index system constructedwas reasonable and the evaluation method was feasible, in another word, the whole socialevaluation system had a very strong practicability.
