In recent years, rural economy has developed rapidly, and rural households haveaccumulated wealth. After farmers meet the basic needs for survival, they have stronglyspiritual and cultural desires to meet, thus they have higher and higher requirements fortheir living setting, especially for the rural basic public services. However, due tovarious reasons, the construction of basic services is draggle in rural areas, and manykind of public service facilities are under development, educational facilities isparticularly evident in those places.Directed against a waste of resources, low levels, funding constraints and otherissues, it has last ten years to adjust the layout of rural primary schools, from theDecisions of State Council on the reform and development of basic education in2001to the Judgment of State Council on Rural Compulsory school layout adjustment in2012.The judgment brings a new time, when the government, education authorities,educators, and scholars begin to do some deeply research on Closing and Merging inrural areas. From the actual situation of China’s rural areas, facing the positive and thenegative effect, to determine the degree of resources integration, the qualityimprovement, the influence on students, parents, teachers etc. and solve the newproblems is the emphasis and difficulty.Taking rural primary school as the research object, this paper discusses theperformance of rural primary school and the further adjustment of school layout. Thefirst part is an introduction, and it includes the background of this research study, thepurpose and significance, as well as the review of the layout of domestic and foreignschools. The second part is the practice, which introduces Xingyang and the process ofClosing and Merging since the founding of PRC. According to the characteristics ofschools merge, it divides the merge mode and analyzes the factors, which affects the selection of schools merge mode. The third part is the status of rural primary schools,and it analysis of rural primary schooling, management model, school size, scope ofservices, covering student area, etc. by extensive literature research and fieldsurveys.The fourth part is the performance of rural schools, and it addresses thesubjective experience and the degree of satisfaction through questionnaires andinterviews. The fifth part is the effect of Closing and Merging, which analyzes thepositive effects, negative effects, the new problem, and reasons, from the comparison ofstandards and status, the user experience, the effect of different merging mode and thesimilar cases.The sixth part is the strategy of rural primary schools adjustment. Basedon the performance of rural primary schools, it concludes some experience fromAmerica, and it also proposes some suggestions and recommendations.The last part isthe conclusion and the issues which need to be further addressed in futher.The result of this article can be used to guide the rural primary school layout, andcontribute to rural infrastructure construction and urbanization as the same time.
