At the end of2013, in order to solve the present problems in the process ofurbanization and to recognize the development trend of the future, the urbanizationwork conference was held in Beijing. The influx ofpopulation caused by the accelerated expansion of city scale, Lag of the planningsystem and imperfect legal system has been unable to control city superdevelopment, caused the city’s extensive land use, population distribution andintensity distribution is not reasonable, At the same time, because most of the citiesin our country is lack of effective scientific methods in the aspect of developmentintensity control, even in the formulation of corresponding planning on the strengthof the evaluation are based on qualitative analysis, lack of quantitative criteria andthe assurance of a macro level, but also aggravate the severity of the problem.This paper is based on the background that the domestic urban developmentintensity is unreasonable and the ensure of the floor area ratio index lack enoughupper basis, based on the collection of domestic and other city in city developmentintensity zoning in terms of practical experience, through analyzing the frameworksystem of the city development intensity zoning of the benchmark, carry on thesummary reflection unit, selecting the factors evaluation, according to the logicthinking and improvethe related influence factors, then try to increase the regulatorymanagement unit level evaluation model, improve the assessment block level model.Finally, selected7regulatory management unit and69blocks in Hefei Binhu NewDistrict as cases for the application.Benchmark development intensity zoning is the intensity of urban developmentsystem in the important part of the partition method. Article is in view of the city’sbenchmark development intensity zoning methods to improve the research, it isconcluded that the accused of two levels of the benchmark gauge management unitand block strength evaluation model. Benchmark intensity model is different fromthe modified strength model, with large universality, this paper studies the selection of affecting factors on the one hand, consider more comprehensive, on the other handalso select factors which have influence on the whole, as far as possible, therefore,study of method system and evaluation model for general big cities have strongapplicability.Urban development intensity zoning method framework system is complex,involving factors wide, deep level, is difficult, today in China is still not perfectmature method can be effectively applied, this also is to improve the strength of theauthor only selected benchmark partition research one of the reasons. Articles in thestudy, conform to the trend of the current planning and general train of thought,although the strength of the benchmark partition operating system was improvedresearch, also consider the selection of factors affecting comprehensive, at the sametime using the analytic hierarchy process (ahp) to the weight of influence factors onthe assignment, but there is no denying the fact that these aspects are stillquestionable.
