| With the generally exhaustion of mining resource, the transformation of MiningArea is becoming stressfully in the aspect of Economy, Social and Ecology.This thesis tries to construct the system of Mining Area Transformation Planning,which define this kind of system composed by Economical Planning,Social Planningand Ecological Planning. Based on the problems which are caused by enclosedenvironment, lack of communication, perpendicular management style in Mining Area,this paper seeks a new theory used in Program Planning Theory to solve the conflict inthe planning. The point of penetration to introduce Communicative Planning Theory,the paper systematically sorts the development and viewpoint about the theory, anddiscuss the applicability concerning Communicative Planning in Mining AreaTransformation Planning. Thus, it particularly analyzes the appeal of multi-stakeholderand finds out the different standpoints among the stakeholders. Only build theCommunication Mechanism can the consensus make, and also excavated the potentialresource in mining area. Therefore it constructs the Program of CommunicativePlanning in Mining Area Transformation Planning. Firstly, the multi-stakeholdershould construct the Communication Mechanism. Secondly, the planners contribute tocommunication among the multi-stakeholder and push the Planning Schemescientifically by discussing. Thirdly, it creates a democracy and communicationenvironment. In the end,it help to make sure multi-stakeholder cooperation in thefuture and get together to make another Mining Transformation Planning. At last, theprogram planning of JiaYang Mining Area and JiaYang train makes a good example forMining Area Transformation Planning, and multi-stakeholder cooperation bycommunication lies the solid foundation and promotes the transformation successfullyin Jiayang Mining Area. |
