Investigation On EPC Project Organization Manage Of Reconstruction Project Of Coal Terminal For Mawan Power Plant In Shenzhen

Domestic construction enterprises have joined in international constructionand consulting markets for more than30years, also with the guidance of “goingglobal” strategy, the amount and strength of domestic construction and consultingcompanies have been largely increased in recent years. Meanwhile, with thedomestic project construction market are becoming more wildly open to theoutside world, more and more foreign consulting, designing and constructioncompanies also crushed into such a huge construction market of the China. Withthe expansion of construction scales, the requirements towards overallmanagement goals of construction quality, schedule and project cost etc are alsoimproving simultaneously. In recent years, the construction mode of “EPC” isbecoming more popular gradually in both the domestic and abroad market, and itis proved as a successful mode with great advantages through numerous cases oflarge-scaled projects compared with traditional construction modes.EPC refers to Engineering-Procurement-Construction, which is a commonwidely used mode in construction projects. With the reference to internationalexperiences, and also the combination of actual situation in China, NationalDepartments in charge of construction gives out a formal definition of EPC in“Guidance towards cultivating and developing the enterprises of EPC and ProjectManagement” as follows: A management mode of project construction, acceptingthe commission of the owners according to bidding or negotiation-based bidding,then taking all the implementation works of design, procurement, construction andthe whole process of trial operation, also being the overall responsible for projectquality, safety, duration and cost in accordance with the provisions of the contract.This paper takes the actual EPC project of “Reconstruction Project ofSpecialized coal unloading terminal for Mawan Power Plant in Shenzhen”charged by the writer. Focused on the main processes and key concerned items inEPC management mode, this paper discussed the advantages and main concerned processes and items, and also summarized the successful and defeated experiencesunder the background of vigorously promoted EPC construction mode in domesticand abroad. Thus, This paper mainly carried out such following discussions andgiven out conclusions as: How to optimize the allocation of resources andmanagement organization; How to logically arrange the plans of quality, safetyand construction schedule assurance programs, the advantages of applying EPCconstruction mode in actual projects and the meaningful influences of recentactual projects with the EPC mode.The construction case of this paper is a reconstruction project, which belongsto the mainly proposed works’ scope of national transportation system in Port andWaterway Engineering projects, embodying the practices of the spirits of Fifthand Sixth Plenary Session of17thCPC Central Committee, the implementation ofscientific development concept, and profoundly promoting the adjustment ofeconomical structures, and speeding the of resources-saved and friendlyenvironment–based society development mode, and also the implementation of“twelve five” development plans of transportation system. Therefore, the study ofthis subject also provides reference ideas towards large-scaled reconstructionprojects of National Port and Waterway Engineering Projects.
