With the continuous improvement of living standards and the advancement of technology, the replacement rate of electrical and electronic products faster and faster, which means that China’s e-waste production is also increasing, the UN report shows that in 2014 our country It has become the world’s second largest e-waste generated country. In addition, from the environmental hazards of e-waste generated, the e-waste thrown away, smelting to water resources, land resources, and so the atmosphere caused serious damage. At the same time, there are a lot of mineral resources, recyclable, help to improve the utilization efficiency of mineral resources, saving a lot of resources of electronic waste. But recycling of existing models, mostly itinerant traders recycling, family workshops dismantling, smelting, causing serious environmental pollution. Our country for e-waste recycling has formed a relatively complete recovery and utilization system.This paper describes the research status of e-waste recycling, the existing research done and summarized; the next system dynamics based on knowledge of government-driven process e-waste recycling and causality were basic the analysis, dynamic policy-driven inquiry and identification systems, elements, effect relationship causal chain, flowcharts and working principle; then according to the relevant policies and regulations documents on e-waste recycling collected nearly 16 years our government released text quantitative analysis, exploration of the recycling policy change process in e-waste, intergovernmental relations and related policies, revealing China’s use of policy-driven e-waste recycling process; according to the analysis in the previous chapters, and the execution of the policy appear in block has been studied to explore the e-waste recycling policy implementation of the results and the reasons for poor performance; explore policy-driven objectives and policy implementation bias.The study found the direction of policy-driven e-waste recycling is different in different periods, sector participation, policy efforts and requirements are different, policy-driven e-waste recycling system of our country has changed. Policy execution block is mainly symbolic execution, and collaboration between departments appear not smooth phenomenon. In this study help us to understand the reasons our government policy-driven recovery and the effect of policy implementation and utilization of the target there is a deviation in the e-waste, in order to promote the informal e-waste recycling provides inspiration.
