As a major country in the world,China has made positive contributions to the response to global climate change,and will achieve carbon peak and carbon neutrality as the main objectives of the response to climate change.Cities are the center of national economic and social development and the main source of carbon emissions.Low-carbon city construction is the main way to achieve carbon emission reduction,carbon peak and carbon neutral goals,and also the only way for future urban development.Although more than ten years have passed since the official promulgation of the low-carbon city pilot policy in 2010,it still plays an important role in the national strategy and shoulders the responsibility of achieving carbon emission reduction.Due to the lag of carbon emission reduction in time,reducing carbon emissions and building low-carbon cities is a long-term project,and corresponding policies must be implemented for a long time.In order to achieve better results in the follow-up implementation of the low-carbon city pilot policy,we will study the factors that affect the implementation of the low-carbon city pilot policy,with a view to providing reference for the follow-up implementation of the low-carbon city pilot policy and reducing the possibility of policy implementation deviation.First of all,this paper defines the relevant theoretical concepts,clarifies the connotation of low-carbon cities,introduces the meaning of policy implementation,and expounds in detail the collaborative governance theory,stakeholder theory and comprehensive model theory of policy implementation involved in the study;The development process and implementation status of the pilot policy for low-carbon cities are analyzed.Secondly,put the low-carbon city pilot policy under the comprehensive model of policy implementation to analyze the process and influencing factors,and based on this analysis,classify and analyze the three categories and 17 small influencing factors in the comprehensive model of policy implementation,and put forward research hypotheses.Then,in order to verify the correctness of the research hypothesis,we collected the data of the influencing factors from 2010 to 2019 for empirical analysis,and introduced the interactive items representing regional differences in the original regression to carry out the heterogeneity test.The empirical results show that the proportion of the output value of the secondary industry in GDP,the number of green patent applications,the frequency of environmental protection words,citizen participation,and per capita GDP are negatively correlated with the carbon emission intensity.When it is on the rise,the carbon emission intensity will decline,and the implementation of the low-carbon city pilot policy can achieve good results;Financial pressure and human input are positively correlated with carbon emission intensity.The greater the financial pressure and the more human input,the higher the carbon emission intensity will rise,which is not conducive to the good effect of the low-carbon city pilot policy;The above factors have the most significant impact on the implementation of low-carbon city pilot policies in the eastern region,followed by the central region,and the weakest impact in the western region.Finally,according to the above theoretical analysis and empirical analysis,it is concluded that the implementation of low-carbon city pilot policy mainly has the following problems: low level of green innovation and large regional differences,improper allocation of human resources,lack of corresponding policy evaluation system,and lack of targeted regional difference policies.Accordingly,this paper puts forward the following suggestions: re-evaluate the effectiveness of the pilot policy of low-carbon cities;Establish and improve the talent introduction and training mechanism;Improve the policy evaluation and supervision mechanism;Issue regional differentiated low-carbon city policies;Improve the level of innovation and the speed of industrial upgrading;Guide citizens to actively participate in the construction of low-carbon cities.
