Evaluation Research On The Implementation Effect Of The Current Municipal Household Waste Classification Policy In Shanghai

As a leading city in the Yangtze River Economic Belt,Shanghai has an average daily waste output of up to 14,000 tons and a daily processing capacity of only about 10,000 tons.It is facing a serious "garbage siege" problem.In order to completely solve the "garbage siege" problem,the "Shanghai Municipal Waste Management Regulations" on January 31,2019 was formally adopted at the 15 th Shanghai People’s Congress,followed by the Shanghai Municipal People’s Government Office for better implementation of the regulations Implementation,and issued notices on the implementation of relevant policies to promote the construction of a garbage classification system throughout the process.These are called the Shanghai Municipal Domestic Waste Classification Policy.Since its promulgation for more than a year,the implementation effect has become the focus of attention of the government,scholars and the public in the country,Shanghai,and its research has important theoretical and practical significance.First of all,this article makes a detailed and specific analysis of the status of Shanghai municipal solid waste classification policy from the aspects of Shanghai municipal solid waste classification,collection,transportation,disposal and policies;second,according to the target requirements of the implementation effect of Shanghai municipal solid waste classification policy The Delphi method was used to select the evaluation indicators of the implementation effect of Shanghai municipal solid waste classification policy,and the data envelopment DEA analysis method was used to quantitatively evaluate the policy implementation efficiency of the garbage classification policy for 10 months.The evaluation results show that the overall effect of Shanghai municipal solid waste classification policy is good,but there are also some problems.For example,the implementation efficiency of some months is not high,and it has not reached the ideal state.Thirdly,according to the implementation effect of Shanghai municipal solid waste classification policy,objectively analyze the problems in the implementation effect,and deeply dig the main reasons behind the problems.Finally,from the five aspects of economic environment,laws and regulations,system construction,supervision and management,and public participation,this paper puts forward some Suggestions to ensure the effective implementation of the current policy ofmunicipal solid waste classification in Shanghai,so as to provide reference for the classification of municipal solid waste in China.
