In order to solve the problem of low resource conversion rate,land encroachment and ecological pollution caused by "rubbish encircling the city",the government is gradually attaching importance to municipal waste separation and recycling as an important means of urban environmental management.This study takes the central and Yangtze River Delta municipal waste separation and recycling policies as the research object,and analyses the characteristics of the evolution of China’s municipal waste separation and recycling policies through the methods of policy text screening,text coding,policy tool classification,internal logic exploration and policy effectiveness measurement,and explores the multi-sectoral collaboration,the differences between policy implementation in different regions and deep information mining.The main findings of this paper are as follows:(1)By analysing the urban waste management policy from 2000 to 2019,it shows a clear ladder-type feature,which can be divided into four stages according to the characteristic performance of different periods: policy pilot stage,policy trial stage,policy regulation stage,and policy promotion stage.(2)Policy issuing bodies tend to diversify and multi-sectoral collaboration tends to improve.For different stages of urban waste management policy issuance departments exist unique patterns.In the early stages of policy formulation,a single department mainly issued documents,and there were duplications and conflicts between multiple departments,which failed to achieve effective use of resources;in the later stages of policy formulation,the multi-departmental collaboration system was continuously improved,and the number of corresponding collaborative policies issued increased,showing the "one main and multiple" policy system.(3)The central government is the main guiding force in urban waste management,and through demonstration,local governments are guided to follow suit,pushing forward new policies to achieve continuous improvement of the policy system.The introduction of new policies is often accompanied by a tilting of resources to benefit local areas,and local governments are more motivated to innovate,but there is a certain gap between the radiating effect of policies between regions and expectations.
