Research On Implementation Of Food Waste Recycling Policy In Jiangmen City

This paper mainly takes the kitchen waste recycling and its present policy in Jiangmen as the research starting point.And it adopts the interview method.Relevant managers of the grass-roots government in Jiangmen,of kitchen waste operating enterprises and of catering units were selected to have an interview.In this paper,the causes of problems in implementing the policy are analyzed from various dimensions such as the policy itself,policy subjects,the capital equipment and technology required by the policy,publicity and communication.It is further concluded that due to the late introduction of the urban kitchen waste recycling policy in Jiangmen,the policy,not quantitative and detailed enough,focuses on the back-end processing and ignores the front-end processing.The responsibilities of the policy-executing subjects are unclear,and they blame each other.The quality and legal concept of the personnel lead to the inconsistency in policy implementation.It proposes that firstly pilot projects can be conducted to deal with recycling kitchen waste,and with the support of government policies,the catering units are encouraged to decentralize and recycle kitchen waste,decreasing it from the source and avoiding the pollution of recycling.And these pilots,playing a leading role,can be the educational demonstration bases for other catering units or students.The positive effect in interactive promotion can be achieved by the advanced driving the backward at last,which presents a way for the subsequent recycling of kitchen waste and reduces the financial burden.This is of reference value in a certain degree to make the policy on the kitchen waste recycling in Jiangmen.
