An Investigation Report On The Implementation Of Policies And Regulations On Building Energy Efficiency In Shanxi Province

Construction activity is one of the activities in which human society exerts the biggest impact on natural resources and natural environment.With the rapid progress of urbanization,the real estate industry has promoted economic growth while dramatically increasing construction energy consumption.Therefore,China has increasingly attached great importance to building energy conservation.The 18th National Congress of Communist Party of China has proposed that "we should integrate ecological civilization into economic,political,cultural and social progress".The 19th National Congress of Communist Party of China has also put forward the important deployment of "accelerating ecological civilization system reform and building a beautiful China" from four aspects of advancing green development,focusing on solving prominent environmental problems,stepping up effort in protecting the eco-system,and reforming the supervision mechanism of eco-environment.This has provided China with the basic principles on future social development and economic development and further clarified the general guideline on building energy conservation work.To press ahead with the work on building energy conservation,we need guidance and standardization by policies,laws and regulations.After an evolutionary process,policies,laws and regulations on building energy conservation in China have grown out of nothing.Since its start,China's work on building energy conservation has made some achievements,but in terms of the general target of total building energy consumption,optimized overall results have not been achieved in the implementation of policies,laws and regulations on building energy conservation.Since Shanxi province is located in central China,it is basically consistent with the basic condition of China such as social and economic development status,industry structure features and building energy consumption proportion.Under this background,this paper has adopted the literature research method,on-site interview method,questionnaire survey method,and data comparison method to probe deep into the implementation of relevant policies,laws and regulations on building energy conservation in some regions of Shanxi province.The research shows that in the implementation of policies,laws and regulations on building energy conservation in some regions of Shanxi province,there are still many problems including imperfection in current policies,laws and regulations and the lack of effective public supervision,which have impeded the implementation of such policies,laws and regulations inShanxi province.Through reference to relevant legislation and practical experience at home and abroad and combined with the practice in Shanxi,the paper has proposed suggestions on promoting the effective implementation of relevant policies,laws and regulations on building energy conservation in Shanxi province from five areas of perfecting current provisions in policies,laws and regulations on building energy conservation in Shanxi province,establishing a sound building energy conservation data service system,improving the economic policy system for building energy conservation,perfecting relevant regulations on public participation,and improving public behavior consciousness on building energy conservation.
