The Research On Carbon Emissions Trading System Of Public Buildings In Shaanxi Province

As an effective tool to control carbon dioxide emissions, carbon emissions trading has been recognized more and more. Being a non-key emitting sectors, the public buildings in Shaanxi Province generated a lot of carbon emissions through the energy consumption in using phase, how to efficiently and cost minimization solve this problem become increasingly urgent problem.On the basis of the related research on building carbon emissions trading and the carbon emissions of public buildings, this paper firstly analyzed the particularity of public buildings in Shaanxi Province to carry out carbon emissions trading and demonstrated the feasibility and need to conduct the public buildings carbon emissions trading in Shaanxi Province. Secondly, this study analyzed the development of emissions trading in Shaanxi Province and the problems during operation, and extracted the useful key points to the conduct of public buildings carbon emissions trading. More,it studied the implemented way to establish public buildings carbon emissions trading in Shaanxi Province from the participants and their functions, the quota’s management, the supervision in transaction and transaction realization. Finally, the paper summarized the findings and presented suggestions to promote public buildings carbon emissions trading.In this paper, in order to reduce carbon emissions from public buildings in Shaanxi Province, it introduced carbon emissions trading to public buildings in Shaanxi Province, designed the carbon emissions trading system of public buildings in shaanxiprovince and analyzed the effect on itself and the society.
