To realize the sustainable development of mankind, the world began to change the development pattern in the past only to focus on economic growth, environmental protection and economic growth gradually seek "double satisfaction" development road.In view of our country facing the pressure of resources and environment, the national "The 12th Five-year Plan" clearly pointed out that optimize economic structure, promote the sustainable development of population, resources and environment is in our country at the present stage of economic and social development direction. "The 13th Five-year Plan" again to maintain economic growth, change the mode of economic development, adjust and optimize the industrial structure, promoting innovation driven development, promote coordinated development, strengthen the construction of ecological civilization ("beautiful China" as objectives and tasks. And in the realization of the goals of environmental protection at the same time, as far as possible to reduce the adverse effects that are generated by the regulation of enterprise and regional economic growth, develop and implement appropriate and effective environmental regulation policy, and strive to achieve economic growth and environmental protection of the "win-win"."Double satisfaction" cannot do without technological innovation and environmental regulation. Technological innovation is the endogenous economic growth driving factors conducive to protect the environment, improve people’s livelihood, is an effective way to achieve economic development and environmental protection "double satisfaction" situation. The strategic choice of the implementation of environmental regulation policy is the government, plays an irreplaceable role to protect the environment. At the same time, the implementation of environmental policies affect the enthusiasm of enterprises to carry out technological innovation, and technology diffusion speed and depth. Therefore, the domestic and foreign scholars are very concerned about the impact of environmental regulation on technology innovation ability, and the relationship between the two studies. At the present stage of our country, what is the relationship between technological innovation and environmental regulation, how to achieve economic growth and environmental protection of the "win-win" development path, worthy of further study.This paper combines theoretical analysis and empirical analysis, mainly about two problems discussed. One is the use of quantitative methods of literature analysis in multiple Meta regression method without bias analysis, reason and influence factors of the relationship between environmental regulation and technological innovation differences conclusion. The two is to build an econometric model, the effect of China’s environmental regulation on technology innovation ability. Therefore, first of all, this paper introduces environmental regulation and technological innovation concept, the domestic and foreign related to environmental regulation and technological innovation in the study of the relationship between status and environmental regulation of the impact of technological innovation theory foundation and function mechanism. Secondly, based on the review of the international literature on the regression using Meta analysis method to study the causes of the relationship between environmental regulation and technological innovation difference conclusion. We found that the relationship between environmental regulation and technological innovation will be influenced by many factors, and various regulatory factors on the relationship between positive and negative direction, intensity, significant and not the same. Provide some guidance and reference to the empirical research on environmental regulation and technological innovation in China which is carried out in this paper. Again, select the appropriate indicators to analyze and summarize the status quo of regional environmental regulation and technological innovation in china. Then, using the multivariate linear regression model, the empirical analysis of the relationship between regulation and environmental technology innovation in China; and gives the research conclusion and suggestion. Finally, we consider the want to give full play to the positive role of environmental regulation on technological innovation, we must fully consider the actual situation of the region, combined with appropriate intensity of environmental regulation and proper environmental regulation policy, increase R & D personnel and R & D investment, optimize the allocation of staff and the fund use efficiency, to further improve the level of human capital, and give full play to talent and capital impetus of technological innovation. |
