Research On The Impact Of Enviromental Regulation On The Level Of Industrial Technological Innovation

Since the reform and opening up,China’s economy has experienced rough development.Although the level of economic development has risen rapidly,environmental problems have become increasingly serious,and the importance of environmental regulation has gradually emerged.In recent years,with the rise of conservatism in some countries and the impact of COVID-19 on economic globalization,China proposes to transform to high-quality economic development to reduce the impact of adverse external environment on China’s economic development level.Since the 19 th National Congress of the Communist Party of China（CPC）,the concept of high-quality economic development has been deeply rooted in people’s minds.As one of the core concepts of high-quality economic development,green development and innovative development have attracted more and more attention.The goal of environmental regulation is to achieve green development.If environmental regulation can contribute to China’s economic construction in the field of innovative development,it will certainly have a promising future in China’s future development.Research on the impact of environmental regulation on the level of industrial technological innovation is one of the important contents of environmental regulation,which is the direction to guide the formulation of environmental regulation policies in the future and an effective guarantee to realize environmental regulation to stimulate enterprise technological innovation,drive green development and innovative development.Therefore,in order to specifically study the impact of environmental regulation on the level of industrial technological innovation,this paper firstly determines the standard of index selection by analyzing relevant literature,and then uses relevant economic theories to build a theoretical model and deduce the specific impact range of environmental regulation intensity on the level of industrial technological innovation.Then,with 30 provinces（municipalities）in China from 2008 to 2019 as the research object,the specific impact of environmental regulation intensity on the level of industrial technology innovation is empirically studied,and the secondary term of environmental regulation is added into the model to test the nonlinear relationship between environmental regulation intensity and the level of industrial technology innovation.Research results show that the intensity of environmental regulation on industrial technology innovation level of specific affect the characteristics of present a u-shaped curve,which suggests that in the case of low intensity of environmental regulation,strengthen environmental regulation will reduce the level of industrial technology innovation,and in environmental regulation under the condition of high strength,strengthen environmental regulation will increase industrial technology innovation level,And regional development level has a great effect on environmental regulation and industrial technology innovation level.In further research,this paper analyzes the causes of this phenomenon: As the industrial development level is at different stages,the regulatory means formulated by government departments are also different.In areas with underdeveloped industrial development level,command-and-control regulation is the main environmental regulation means.The mode of action of such environmental regulation means is relatively simple and direct,which can effectively control the pollution emission of enterprises.However,it has no significant effect on promoting enterprises to carry out industrial technology innovation.For the industrial development level of the developed area,the motivational regulation is a lot to join the market as a means of environmental regulation,which means to promote environmental regulation has a better effect,industrial technology innovation for the market the motivational regulation from the perspective of enterprise,set to make the government and enterprises to achieve a win-win situation of environmental regulation policy,In this way,enterprises are encouraged to actively cooperate with government regulations,so as to guide enterprises to carry out technological innovation.This paper holds that China should continue to improve the formulation of environmental regulation policies,make rational use of environmental regulation tools to guide enterprises to carry out technological innovation,so that environmental regulation can help China transform to high-quality economic development;Adopt a flexible attitude towards regulatory policies in different regions to avoid inappropriate environmental regulatory policies inhibiting regional development.At the same time,speed up the construction of high-quality economic development as a whole,and strengthen the assistance to areas with relatively backward development level,so that they can quickly cross the inflection point of the impact of environmental regulation intensity on the level of industrial technological innovation,so that environmental regulation policies have a better space to play a role,so as to promote high-quality economic development with environmental regulation,and promote the progress of environmental regulation effect with high-quality economic development.
