Since China's reform and opening up, the domestic economy obtained the swift and violent development, country goes forward with great pace, the life of people changes a lot. The serious environmental problems followed, flash floods, landslides, the long-term drought in Yunnan region, heavy industry area of haze problems have seriously affected the life of the people. Protecting the environment is also the transformation of economic development in our country must face the problem. Domestic in recent years, has strengthened the protection of environment, social public and the community is also aware of the importance of environmental protection for sustainable development, therefore, in recent years, the strength of the domestic environmental regulation also got a lot of ascension. Can be found from across the country, the environment is to get the corresponding protection, also get the corresponding economic development; But look from across the region, is not unified environmental regulation intensity is applicable to all regions, or suppressed, or Promote, or have no effect.This paper argues that only the appropriate environmental regulation intensity can promote technology innovation; At the same time, environmental regulation and is not a simple linear relationship between technological innovation, but a threshold variable threshold regression of nonlinear relationship, only when the threshold variable(scale) reached the corresponding threshold value, environmental regulation can linear effect on technology innovation. Research begins with the porter hypothesis theory, and combined with the corresponding research of scholars at home and abroad to demonstrate this hypothesis, combining threshold regression theory at the same time, to show that environmental regulation and technological innovation threshold effect(and with dynamic factor method redefines the environmental regulation). Based on 29 provinces in 2001-2010(because of data availability, rejecting the two regions of Tibet and Chongqing) related to the panel data, the empirical relation between environmental regulation and the threshold of technology innovation. Can be found from the results, the national level and regional level there is double threshold effect, whereas, the western region there is a single threshold effect. So, in setting of domestic environmental regulation policy should not be simply unification, but should be set according to the characteristics of different parts of the corresponding environmental regulation intensity, in this case, the environmental regulation to promote technology innovation can be reflected, allows the environment to get maximum protection, also can get rapid economic development, form the coordinated development of both.
