With the evolution of the concept of Yangtze river delta region,the State Council in December 2019 formally to Shanghai,jiangsu,zhejiang,anhui full domain(35.8square kilometers)into the regional integration plan,the Yangtze river delta is no longer limited to the ring in Shanghai as the core economic circle,but a cohesive area along the way,the Yangtze river economic belt and so on high level integration of the national planning area.The new regional plan emphasizes the principle of green co-development and highlights the important value of environmental regulation,which will make it difficult to continue the practice of "singing the song on another mountain" for backward industries.According to porter’s hypothesis,environmental regulation may promote the technological progress of enterprises.In this context,it is of great practical significance to study the technological progress effect of environmental regulation in the Yangtze river delta region.There is no unified conclusion on the effect of environmental regulation on technological progress,which requires empirical analysis of specific objects.This paper studies the direct technological progress of environmental regulation and the regulatory influence of government and enterprise behavior factors,and demonstrates the influence mechanism of environmental regulation on regional technological progress.On this basis,the author puts forward the research hypothesis and constructs the empirical model.Under the background that pollution emission control was included in the national master plan in 2007,data of cities above the prefecture level in the Yangtze river delta region from 2007 to 2017 were selected to empirically analyze the impact of environmental regulation intensity on technological progress.In order to ensure the robustness of the conclusion,generalized moment estimation method was used to verify.Further explore the environmental regulation of different pollutants and comprehensive environmental regulation of spatial measurement empirical results.The research shows that :(1)the technological progress effect of environmental regulation in the Yangtze river delta region presents an inverted "U" shaped curve,and the behavior of government enterprises has an important influence on the effective range of regulation.(2)government intervention has a positive effect,and pollution externalities need active government supervision.The higher the proportion of the tertiary industry,the lower the level of urban technological progress.(3)the improvement of urbanization and comprehensive political performance demands will not directly affect technological progress,but will expand the positive role of environmental regulation in technological progress;With the increase of fiscal decentralization,the technical progress of environmental regulation is not obvious.The positive influence of environmental regulation increases with the increase of government intervention.Pollution transfer and industrial agglomeration have certain inhibitory effects on technological progress.In consideration of the spatial relationship,the conclusion of further discussion isthat the higher the environmental regulation intensity of industrial dust and sulfur dioxide in the Yangtze River Delta region,the stronger the inhibition of local technological innovation will be;Environmental regulation of industrial waste water has an inverted "U" effect on local technological innovation.The three kinds of pollution regulations have negative effects on the technological innovation of neighboring cities.The higher the proportion of tertiary industry,the stronger the inhibition of local technology by industrial structure.The higher the local wage,the greater the technical constraint on the surrounding city.Based on the above conclusions,the following Suggestions are proposed :(1)the government should strengthen the enforcement of regulations and formulate environmental policies according to local conditions;(2)the government attaches importance to the development space of the secondary industry and comprehensively regulates the regional industrial structure;(3)the superior government should adhere to the comprehensive evaluation method for the performance of local government. |
