Research On Post-evaluation Of A Reclaimed Water Project In NingBo

Reclaimed water is reusable water resource made from advanced treatment of municipal sewage, it meets with different uses of agricultural irrigation, industrial reuse and miscellaneous municipal water demand. In the condition of water shortage in China, to develop and to use reclaimed water is not only an important way to fetch up to the urban water resources, but also a vital approach to improve water use efficiency. Accelerating of our economic development and increasing of urban population, reclaimed water become an important resource in the sustainable development society.The article which is based on the research of post-evaluation’s content and index for project at home and abroad, analyzes the example of the first stage project of YD reclaimed water, draws the following conclusions:(1) The reclaimed water project is described and analyzed, the content of the post-evaluation is proposed and the post-evaluation system is built.(2) The first stage of YD reclaimed water works is consistent with policy and local needs, the decision-making is scientific and reasonable, the construction cost is under effective control. Slightly delayed as the project construction is on account of the weather and cardinal change, the quality of the project construction is worth approving, three tenders passed one-off completion and acceptance.(3) The treatment process is adopted in the project. Over 99% index of the key pollutants such as COD, BOD, ammonia nitrogen, total phosphorus, turbidity reach reach required standards; The quantity of reclaimed water used for industrial recycling cooling, which can be attained over 60,000 tons per day, that remits the condition of regional water resource shortage. The profit margin reaches 6.21% after tax, and the investment payback period shorter than 16.95 years, which is 5% higher than industry fiducial return demand.(4) The project brings prominent environmental benefit, reduces the sewage quantity and pollutants discharged into water, which makes the quality of replenishing river water improved from exceeded standard V to standard IV (Surface water environmental quality standard, GB3838-2002), accords with the national policy and it is of good sustainablility.(5) The result of post-evaluation is successful through the comprehensive evaluation.As a project of reclaimed water concerns for pollutants discharge reduction and circular using, it is necessity to make post-evaluation to analyzing and summarizing the experience, the decision-making level, designing level, management level and efficiency of investment.The experience can be improved in the next projects.
