Coal energy as the basis of our national economy, for many years, have maintained a high level of production and consumption. However, coal mining is high-risk industry, the high incidence of fatalities of coal mining enterprises has been restricting the harmonious development of China’s coal industry. Countries have also introduced a series of security policies to restrict the occurrence of coal mine accidents, and through the efforts of several generations of non-stop security management researchers, the accident rate of coal mining enterprises has been greatly decreased, but with developed countries, the gap is still large. In order to reduce the occurrence of coal mine accidents, we must ackowledge the main factors affecting the safety of the accident, and proceeded to develop security policies from the corresponding aspects of the implementation of appropriate security measures, and thus avoid the occurrence of coal mine accidents.As the subject of social production, people is also the dominant subject matter and work environment state, so people is the main cause of accidents. The unsafe behaviors which result in accidents are skilled-errors, decision-errors, perception-errors and violations, as long as we control the people’s unsafe behaviors, we can achieve the purpose of suppression of accidents. The affecting factors which affect unsafe behaviors can be divided into the human, the organization, the environment, the mission and technology five categories. Human Factors Intervention Matrix(HFIX) affects the skilled-errors, decision-errors, perception-errors and violations under the bottom of the Human Factors Analysis and Classification System(HFACS) through the human, the technology, the environment, the mission and the organization factors affecting interventions, and thus, inhibiting the occurrence of accidents. This paper studies the construction method of Human Factors Intervention Matrix, and evaluates the action of security policies or technologies to accidents by Human Factors Intervention Matrix.First, this paper refines the specific forms of the factors which lead to coal mine safety accidents through the analysis of 122 coal mine accidents in detail, replenishing and generalizing the specific forms of the Human Factors Analysis and Classification System’s four levels: lack of organization management, preconditions for unsafe acts, unsafe supervision, unsafe acts, providing the basis for further research.Secondly, on the basis of refining the factors’ specific forms, this paper analysizes the five factors in detail, providing a theoretical basis for the Human Factors Intervention Matrix, respectively, this paper uses accident statistics and analytic hierarchy process(AHP) to build the Human Factors Intervention Matrix, and uses the accident statistics and analytic hierarchy process(AHP) to evaluate and forcast the use of existing or newly issued security policy.Finally, this model is applied to the case study, this paper gets the gas accidents human factors intervention matrix through accident statistics, and evalutes the inhibition of existing gas policy to the gas accidents using the gas accidents Human Factors Intervention Matrix. The paper also uses AHP to construct the Human Factors Intervention Matrix, and uses it to assess and predict the use of the newly revised "People’s Republic of China Production Safety Law".
