Study On Trans - Regional Air Pollution Control Model Based On Externality

At present, China’s atmospheric contamination governance mode is the local management mode which suites to the administrative divisions. This traditional governance model revealed four major flaws:the first is management decentralization led to the governments’cooperation in dilemma, the second is the "championship" of promotion led to the local government cut-throat competition, the third is the harmful control led to the game between government and enterprise, and the fourth is a lack of public participation led to difficult cooperation between government and enterprise. Obviously, the traditional air pollution control model has not already met the needs of complex air pollution regulation. This article views the contaminative perspective as point cut, based on stakeholder theory and game theory, summarizes the major domestic and overseas air pollution governance modes and analyzes the essential attributive character of air pollution and governance in our country at this stage, so as to lay the foundation for the air pollution cooperative governance model. On the one hand, the study principal line is the three core issues—the object, the body and the mechanism of cooperative governance model,. At last, we know the best choice for China’s air pollution control at this stage is the air pollution cooperative governance model. On the other hand, the hidden principal line is relationship of the three types: the relationship between governments, the government and enterprise, enterprise and public. First, this paper analyzes the cooperative dilemma of the three types in the local management governance model. Then through establishing static game models, this paper analyzes the main influence, the results of selection and improvement direction of the strategy selection that affects the four relationships in detail. At last, this article based on discussing feasibility of air pollution cooperative governance models’implementation in our country, put forward specific measures and recommendations of cross-regional air pollution governance modes’perfection from the perspective of coordination with four relations cooperation governance.
