Abstract/Summary:
Environmental governance is related to the sustainable development of economy and society.The environmental governance of urban agglomerations in China has experienced a governance trend from point source governance to non-point source governance,subordinate governance to coordinated governance.Collaboration emphasize the mutual coordination of different attribute subsystems.Collective actions involving multiple entities,including government,non-governmental organizations,and the public.Collective actions often face inconsistencies between individual goals and collective goals.Conflicts between Individual rationality and collective rationality.It is easy to fall into the collective action dilemma of public tragedy,prisoner’s dilemma and so on.To this end,the institutional collective action framework proposes four general mechanisms,including network embedding,binding contracts or agreements,authorizations,and higher-level government-driven solutions to collective action dilemmas.This paper takes the Yangtze River Delta urban agglomeration as the research object,takes the institutional collective action framework as the theoretical basis,uses the evolutionary game analysis method,the social network analysis method as the main research method,compares and analyzes since 2014 the central Ministry intervenes in the Yangtze River Delta Regional Air pollution inter-provincial cooperative management.The change characteristics and main influencing factors of the collective action of urban air pollution control in the region under the impetus of the higher government.In this paper,the data samples of Air pollution Collaborative control network in the Yangtze River Delta urban agglomeration from 2009 to 2013 and 2014 to 2016 are selected,and the internal structure characteristics of the collaborative network and the important factors affecting the development of the network are further analyzed by using Ucinet and exponential stochastic graph models respectively.The results show that:(1)The central functional departments embedded in the Yangtze River Delta Air Pollution Joint control action,with Shanghai,Jiangsu,Zhejiang,Anhui jointly established the air pollution and joint control normalization mechanism.So that air pollution local government coordinated governance action significantly increased.The intervention of the higher government promoted the action of Air pollution collaborative management in the Yangtze River Delta Urban agglomeration.(2)With the further development of the collaborative Governance Network,small-scale bilateral relations have gradually shifted to large-scale multilateral relations.Multilateral concerted action has been increasing.In the process of gradually forming the trend of double-core leading cooperative governance actions in Shanghai and Nanjing.As the role of the initiator or organizer of action,it has a strong reception effect.(3)Large cities play a leading role in the collaborative management of regional air pollution,and the larger the urban scale.The more the city tends to initiate regional air pollution collaborative governance actions.
