Research On The Cooperative Governance Of Local Government In The Air Pollution

Along with the rapid development of China’s economy, air pollution, mainly with the compound pollutants such as PM2.5, acid rain, sulfur dioxide, hydrogen carbon dioxide is increasing seriously. Especially for serious haze pollution since 2013’s winter, which became invisible killer to people’s health. Due to the irreconcilable inner contradictions between the natural attribute of the air pollution such as indivisibility, liquidity, and the territorial management system in administrative area in China’s environmental management. Thus the effect of air governance is not vury good. Measures under a signal administrative body fall into a strange ecological circle of “more control, more pollution”. At the same time, along with the advancement of the regional integration process, local governments in our country gradually break through the restriction of the administrative division, to make the interactive cooperation. Under this background, the local governments at all levels break the restriction of administrative division to cooperate in air pollution governance, which is not only the trend of the times of the guide, but also the necessity of air pollution prevention.In recent years, China’s local governments have made some positive exploration in cooperative governance of air pollution issues. However, the cooperative level of air governance in local governments are still in primary stage, in which there are problems such as narrow scope of cooperation, inefficiency and so on. So, how to coordinate the relationship between local governments, thus promoting local governments to achieve a Win-Win base on mutual fully trust and interests coordination. How to optimize the fragmentation phenomenon of low cooperation degree and temporary action cooperative decision in air pollution governance in our local governments, promoting our local governments to realize normalization, standardization, scientific and sustainable cooperation under the framework of institutionalization, so as to realize the overall air quality improvement. This is the core of this paper.Based on this, according to the research idea of “ Problem Found–Problem Analysis – Hypothesis Formation- Hypothesis Demonstration ", the author find the research issues by combing of China’s local government air governance policy background; analyze the problems in the cooperation of local governments in air pollution governance in three typical regional area, starting from the typical area of air governance; and extract the essence of the problems in cooperative air pollution control in local governments. Problem oriented, the author put forward the optimization program by chapter discussion of key problems of operative air control in local governments, and then demonstration the program.
