In recent years, rapid economic development of Yunnan Province, urbanizationand industrialization is accelerating, more and more arable land occupied byconstruction, the scarcity of land resources has become one of the important factorsrestricting the social and economic development of Yunnan province. Yunnanprovince is a mountainous province, known as "seven mountains of water twominutes of cropland", the flat land resources are limited, but the low slope hillymountainous resources are very rich. Therefore, strengthening the intensive use of flatland resources, at the same time, the use of low slope hilly mountainous resources hasbecome an inevitable choice for the development of economy and society in Yunnanprovince. Compared with the flat land, low hilly mountain ecological system is fragile,complex geological conditions, geomorphic environment of poor anti-interferenceability. In the process of development and utilization of low slope hilly resources, itmust be based on the protection of the ecological environment, on the theory oflandscape ecology to guide the development and utilization of scientific and rational,in order to maintain the balance and sustainable development of maintain ecosystemand social economy.Combined with the actual situation in Yunnan Province, this paper select FuminCounty low hilly mountain as the research object, in the protection of the cultivatedland, at the same time, study on the low slope hilly landscape ecological planning ofmountain building development. Fumin County Shao Qing Cun is the first region oflow hill development in Yunnan province, with the large resources of low hillymountain, great potential of development, closet to Kunming, and the mountainousarea accounts for more than50%. According to the situation of low hilly arearesources in Shao Qing Cun, the paper chooses Shao Qing block and Shao Qing hillas the concrete research object. In reference to domestic and international relevant construction land of landscapeecological planning, the research of ecological landscape classification, landscapepattern analysis, the landscape ecological regionalization of the necessity, theoreticalbasis, landscape ecological planning theory and method and process are discussed,with the emphasis on evaluation and landscape ecological planning for the researcharea. combined with the content and the method of landscape ecological planning,according to the actual situation of Shao Qing block and Shao Qing surface mountain,this paper analyses the current situation of landscape pattern of the study area fromthe patch type scale and landscape scale. Then according to the needs of ecologicalsuitability analysis, combined with the special situation of low hilly resources of thestudy area, from the elevation, slope, aspect, land use types, soil erosion, geologicaldisaster in seven aspects of the construction of ecological suitability evaluation system,application of GIS spatial analysis tools to research and analysis of ecologicalsuitability.On the basis of ecological suitability classification, combined with thestatus of land use and the requirements of landscape ecological planning, planning ofShao Qing hill, and then on the ecological planning of mountain landscape Shao Qing,combined with the relevant provisions of the industrial land development andrequirements for landscape ecological planning of Shao Qing block.The results show that:(1) the study area is divided into the paddy field, dry land,garden, woodland, water area, traffic land, residential land, unused land, a total of8landscape types;(2) the garden is the matrix of the landscape of Shao Qing block andShao Qing hill, the differences of all types of patch number, patch area, landscapeproportion. Shao Qing mountain range forest landscape connectivity index is smaller,in the overall landscape planning need connectivity by means of artificial afforestation,strengthening forest landscape connectivity;(3) the ecological suitability evaluationresults show, in addition to the basic farmland, geological disaster to prohibit theconstruction area, more than90%of the construction and development of landresources suitable for construction or development in Shao Qing hill. With largerconstruction land development potential Shao Qing block low hilly resources,suitability rating to basic suitable and appropriate. According to the suitability grades of total area of Shao Qing block low hilly resources in proportion to the size order:basic suitable area is38.94ha, accounting for52.62%of the total area of Shao Qingblock; the suitable area is32.14ha, accounting for43.43%of the total area of ShaoQing block; prohibited construction area is2.12ha, accounting for the total Shao Qingblock2.86%of the area; not suitable area is0.8ha, accounting for1.09%of the totalarea of Shao Qing block;(4) combined with the evaluation results and status ofecological suitability of land use in the study area, planning Shao Qing Hill consists offour functional areas, urban construction land reserve, ecological agriculture andindustry ecological economic zone block residents of the region. The residents of theregion are plan to Shao Qing hill north direction, along the highway and Tang Langriver are planning two ecological corridor. Shao Qing blocks have5functional blocks,including industrial production area, management area, the park service supportingarea, supporting the Park residential areas and forest reserves, along with Paulhighway as the main direction of development axis, vertical Kun Lu highwaydirection for the secondary development axis, along the forest protected areasplanning ecological corridor.
